2003 Resolutions
2003-01 - REGISTRATION OF ALL DEER AND MOOSE HARVESTED
WHEREAS under our present situation it is impossible to evaluate the size of our deer and moose herds because all harvested animals are not being accounted for. For that reason, setting quotas for harvested animals is impossible due to incomplete data.
BE IT THEREFORE RESOLVED for conservation purposes that the provincial laws requiring all deer, moose and bear to be registered, be extended to include, all persons harvesting such game.
Response from Dept. of Natural Resources:
Minister agreed to require aboriginal hunters to tag and register all moose harvested in 2003 and also agreed to look at implementing similar requirements for deer and bear in 2004.
2003-02 - WHITE-TAILED DEER SEASON
WHEREAS the season for hunting White-tailed Deer in the Province during the year 2002 commenced on October 28th and ended on November 23rd (24 total hunting days);
AND WHEREAS the Province encourages the harvest of antlered deer, and restricts the harvest of antlerless deer and has implemented an Antlerless Deer Tag Draw as a control mechanism;
AND WHEREAS the peak time (rut period) to harvest antlered deer, is during the rut and that even then deer do not move much during daylight hours if the rut occurs during warm weather periods such as we have experienced the last number of years;
BE IT THEREFORE RESOLVED that the season for hunting White-Tail Deer with a firearm commence on Friday, October 31st, 2003 and end on Saturday, November 29th, 2003; and that the season for White-tail Deer with a firearm commence on the last Friday in October and end on the last Saturday of November in subsequent years.

Minister refused to advance the timing of the season.
2003-03 - INTRODUCTION OF WILD TURKEY
WHEREAS members of the Sussex Fish and Game have been instrumental in establishing the first chapter of the National Wild Turkey Federation in New Brunswick;
AND WHEREAS wild turkeys have been established in Maine;
AND WHEREAS wild turkeys are crossing the border into New Brunswick from Maine;
AND WHEREAS the Province of Nova Scotia is strongly considering the release of wild turkeys;
AND WHEREAS the Wild Turkey Federation has viewed that New Brunswick has prime habitat for wild turkeys;
AND WHEREAS this would be expand hunting opportunities for all hunters in New Brunswick. This would help to encourage our young hunters, whether it be bow or shotgun to participate in a new and exciting sport;
AND WHEREAS this would increase revenue for the Department of Natural Resources and keep our hunters here instead of going to the U.S.A., Ontario or possibly to Nova Scotia to hunt wild turkeys and spend their hunting money;
BE IT THEREFORE RESOLVED that the New Brunswick Department of Natural Resources in conjunction with the NBWF seriously consider the introduction and release of wild turkeys in the Province.
Response from Dept. of Natural Resources:
Minister refused to consider the introduction of wild turkey stating that they were not indigenous to the Province. The NBWF informed the Minister that we would not end it there and we would continue to work towards the introduction of wild turkey in the Province unless it was proven that such an introduction would be detrimental to existing wildlife or wildlife habitat.
2003-04 - SHOOTING RANGES
WHEREAS the Department of Natural Resources (DNR) is attempting to either close or lease ranges under their control. Once this process is complete there will be no public ranges for individuals to sight in their firearms or to practice shooting;
AND WHEREAS various branches of the NBWF currently own and operate ranges and have the capability of offering numerous opportunities for the general public to either sight-in or practice shooting;
AND WHEREAS all branches of the NBWF are constantly looking for new ways of increasing membership and revenues;
AND WHEREAS Department of Natural Resources must issue Sight-in/Transport permits for individuals not already a member of a gun club;
BE IT THEREFORE RESOLVED that the DNR work closely with branches of the NBWF, who currently own and operate their own shooting ranges, in establishing a system whereby DNR would have the specific Range information and be able to direct individuals requesting a Sight-in/Transport permit to the closest NBWF branch shooting range.
Response from Dept. of Natural Resources:
Minister stated that DNR will continue partnering efforts regarding shooting ranges and that the NBWF would certainly be a partner that DNR would want to partner with.
2003-05 - CROWN RESERVE WATERS - SALMON ANGLERS
WHEREAS numerous people are submitting false names when applying for crown reserve waters and many individuals that apply only buy a salmon angling license if their name is drawn;
BE IT THEREFORE RESOLVED that in order to allow for truly committed Salmon anglers a better chance at fishing on crown reserve waters that the Department of Natural Resources require all applicants purchase their Salmon angling license prior to applying for crown reserve and the application form have the number of the salmon angling license included on it.
Response from Dept. of Natural Resources:
Minister agreed to present this to the Crown Reserve Committee in the Fall of 2003.
2003-06 - OPENING OF GREEN BROOK
WHEREAS Green Brook is a significant trout producing tributary of the Bartibogue River;
AND WHEREAS this tributary has been closed to angling for the past number of years to accommodate a proposed fish counting fence to monitor trout populations;
AND WHEREAS the funding to construct and operate the fish counting fence has never been realized, and is unlikely to be obtained in the foreseeable future;
AND WHEREAS the complete absence of honest anglers on Green Brook, combined with the very low level of enforcement, has led to a dramatic increase in poaching;
BE IT THEREFORE RESOLVED that Green Brook be re-opened for a regulated sport fishery.
Response from Dept. of Natural Resources:
Minister stated that the proposed opening of Green Brook will be assessed by the DNR Regional Fisheries Biologist, Bernie Dube.
2003-07 - MISUSE OF INSECTICIDES
WHEREAS the misuse or abuse of insecticides, pesticides and herbicides is hazardous to the environment;
AND WHEREAS the careless use of these chemicals is detrimental to the air we breathe, the water we drink and the food we eat;
AND WHEREAS our waterways and the fish in them, the forest and the animals dependant on its health for survival, must be protected or we all lose;
BE IT THEREFORE RESOLVED that the provincial government re-evaluate their policies and regulations on hardwood spraying and chemical use.
Response from Dept. of Natural Resources:
Minister will send a staff member from his department to the NBWF Director's meeting in January, 2004 to discuss and educate the Board of Directors on the use of insecticides.
